Washington, DC (March 16, 2010) - The Airforwarders Association (AfA), the industry voice for air cargo companies and their partners, announced yesterday that Ed Kelly, General Manager, Air Cargo Division of the Transportation Security Administration, has been posthumously presented with this year's Jim Foster Award for Excellence. The award recognizes the tremendous impact Mr. Kelly had on the air cargo industry and cargo security in his time at TSA. The award, presented to Kelly’s wife, Ann, was announced at this year's AirCargo Conference, held in Orlando, Florida and co-sponsored by AfA.
“Ed’s passing was a tremendous loss for the air cargo community, felt by many on both a personal and professional level,” said Brandon Fried, executive director of the Airforwarders Association. “Ed was the first TSA division leader with prior experience in the air cargo industry. The insight and passion he brought to the monumental task of devising a plan to screen all air cargo in three years were reflected in his work on a daily basis.”
The Jim Foster Award for Excellence is given annually to an exceptional individual involved in the cargo industry. The award is named in honor of Jim Foster, who worked for more than 20 years at Northwest Airlines, eventually rising to the head of the airline's cargo marketing division. His experience there and as general manager of Target Air Freight demonstrated the need for a unified industry voice representing air forwarders on the important issues of the day. In 1990 Jim Foster and two of his colleagues founded the Airforwarders Association, which under his leadership grew to over 200 members worldwide.
As head of air cargo at TSA, Mr. Kelly was instrumental in crafting an industry-based solution to the dilemma of screening 100% of air cargo on passenger planes in just three years without substantially slowing commerce. This program, the Certified Cargo Screening Program, was developed as a direct result of his efforts to blend existing business practices with international practices that were shown to work in air cargo. Mr. Kelly had worked at freight operator Emery Worldwide, where he was a vice president, controller and treasurer. He later worked as a consultant to UPS Supply Chain Solutions, which took in the Emery business.
